In Washington, President Bush's bold plan still faces tough opposition. The same crowd who ran up today's $5.7 trillion debt now oppose the Bush tax relief because they claim America should pay off even more debt than the President's plan. President Bush pays down the most debt possible -- all the debt that matures in the next 10 years. Paying down more would require paying bonus premiums to bond holders. And because 37% of America's publicly-held debt is owned by foreign institutions -- over half by foreign central banks such as the Bank of Japan, the Bank of England, the Bundesbank, and Mainland China's Central Bank -- American taxpayers would have to spend an additional $50 to $150 billion in bonus payments to bond holders, a wasteful and senseless transaction.
